Users that try to ban evade?

When some users get banned, they will sometimes come back with a different name. It's called ban evading, it's when you're banned and come back to a site. Have you ever encountered any users on your forum or site who got banned and then signed up again? How did you take care of them? Did you ban their new account?

This thing recently happened to my forum. I blocked a user from my site because of spamming issue, and a couple of day later, I found that you joined again. What a foolish guy he was using the same username (just added 1 to make it unique) and the same profile photo. I blocked his second account as well.

That's similar to what happened with the spammer at the site I worked. He would rejoin but since out site didn't have an IP blocked, all they had to do was sign up with a . Or number in their email to sign up a new account. This guy created probably an upword of 20-30 accounts, maybe more. He wouldn't give up. And then finally he did. But man was it stressful to deal with on a daily basis. My anxiety was crazy back then because of it.
