This sounds to be like a time based reward and not a goal oriented reward, which is not a great thing as you said because the workers will not feel motivated. Perhaps it is based on company policy. I know that there are some companies where you can only be promoted after a year of working with them, however the degree of promotion depends on your work ethic and quality of the work. I have a great friend who lives in Netherlands and doing quite well as a software engineer. I told him one day about going into stock business investments and he told me that it's not something he's got passion for. Even though he's well aware of the benefits he could get from it but as he doesn't love it he won't go into it.
