This is how it should work, but sadly, that's not always the case. I've been in various jobs where hard work and diligence didn't always pay off. As in terms of government work I don't think any effort you can put can upgrade your level because in government work your level is upgraded automatically except you are oppose by wicked or jealous people, but there are some private business that you really need to work so hard to attend the level you desire because good things don't come easily and sometimes you can even work so hard for more than 20 years but when you are on that position you will never regret it.
