Is it Important To Communicate Delay in Salary Payment to Employees?

In order to gain employee trust and earned their love, we have to be open minded to them, for example if you give always them their salarys on the 25th of the month and the salary is going to be delayed , the employer should call them as a family and tell them their is going to be a delay in their salary , and gives them the reason do the delay, so that next time you will have already gained their trust.
 
Delay of salary is a thing that no employee is liable to take likely even if they don’t speak out and it makes the employees to loose confidence and have a change of heart about the effort they put on the job and might consider to quit

is it wise to come out plain when explaining things to your aggrieved employees as a manager?
There are many employers that always delay the salary of an employee not because they dont have money to pay their salary but because they are just wicked and some didnt want to loose the employee so they decided to delay their pay till second week of the next month knowing that they will never leave at that time.
 
If an employer doesn't pay up your salary, you can approach the labour commissioner. They will help you to reconcile this matter and if no solution is reached labour commissioner will hand over this matter to the court whereby a case against your employer may be pursued.

I agree with you @Shigobad2020 the employee should be informed as soon as it is known that the payment cannot be made on the stipulated date, in this way the employee will take the necessary measures and solve his financial situation in time while the payment arrives.
 
yes, it's recommended, because you always let them updated about their salaries and make them comfortable that they will be rewarded for their work, as you said, some might think that he'll lose his rights and might leave without letting anyone know

You are absolutely right, I have my job offline and when for some reason they suspend payment without warning, the consequences are not pleasant for the governing body. The employees even go on TV and radio denouncing it. And with the social networks the denouncements are unstoppable.
