Forums that moderate their posts indefinitely?

I have seen some forums where all members posts are being approved before they go public. I can't seem to understand the reason behind such a decision.

When you're already aware that most of the members are not spamming the community, why moderate their posts indefinitely?

Normally it is acceptable when a forum puts new users posts under moderation. However, this rule is normally applicable only for a certain number of posts, for instance, 20-25 posts. I do not like forums where even the old members' posts need to be manually approved
