Just like you said, their skills, competency and suitability for that particular role is a major defining factor. Unfortunately, most organizations only pick people based on recommendation.
Recommendation like how ? because even if you are being recommended to a business organisation , you have to pass through the screening process and that is what will determine your possibility of working in the new business organisation .
