Personally this is not something that i have ever done before however i would think that there is a lot of different tutorials on this especially on youtube.
People both online and offline don't usually consider theme like that and it might be difficult for you to sell them even if you have some free one for yourself

I do not have any skills to create a forum theme. However, I look forward to using new themes, especially the free ones. I do not like to use premium themes because I prefer to keep my running cost low.
