Communicating delay in payment of salary is okay, the employees mind will be at rest and know that they don't take them for granted
 
I consider this very important because this really mean total transparency ,most people are expecting their salary at the end of the month and it is your duty to either pay them or you discuss the reason why there is a delay in payment, because some people might start believing that you do not want to pay.
 
Yes, I think it is very important to come clean and explain to your employees the reason why salary is delaying. This kind of transparency is a show of concern and care for your employees.

Of course you have to make a case for the payment of your salary if it is delayed. It is your right and you deserve it. You just have to speak to your employer or write a letter if possible and lay out your complaints to them. In time you will be paid.
