Smuggling is a big issue here but I wonder why the smugglers are not caught. What goes on is a report in the news that a cargo of cigarettes or even a whole warehouse of smuggled cigarettes is discovered. But the report is just up to that and no more follow up. The owner of the warehouse is not even identified.
