TCP is a recent forum that has started allowing it's users to earn money from their posting on the forum. The main discussion of the forum, is gaming; though there are other topics that can be posted in, located in the Off-Topics section.
Payment options are good. For those that don't have a paypal account, or those that cannot use certain payouts, you have the option to use the XOOM payout, which allows you to get cash deposits in a bank account, or cash pickups at a bank.

They have the ability to withdraw there; though the ability to do so, would require a "shop" purchase on the forum, through one of their listed offers. Since I am not an admin on the forum, I can't say for certain how he handles withdraws there. The only thing I know, is that if you don't have the ability to use paypal, facebook or google play as withdraw methods, an item that could be used; included with the paypal option; is an option to request a withdraw to a bank account (which should be good enough for most people).
