Seriously that is what I did when I was learning how to create a website for myself and there are so many informative videos on YouTube that really helped me without so much stress.
I'm not sure how expensive a VPS is but shared hosting is good enough and budget-friendly most of the time. I don't think you need a VPS straight away but you can move over to a VPS once your forum is established and getting more members and posts every day
