If the salary of the employee will be delayed for any reason, I think the employer should communicate to the employees so that they can become calm, keeping quiet about it may just make them tensed and begin to speculate all sorts of things, so I would say the employee shouldld inform them of the reason that may be causing the delay and assuring them of when they should expect it.
