If there is no announcement the forum is looking for new moderators, it's possible to send a direct message to the forum owner and ask if he's in need of new moderator. If he does need one, he will inform you how to apply.
Join webmaster forums. These forums are used by forum owners for site promotion, hiring posters, and hiring staff, including moderators. If you see any vacancies, you can apply. You can also join forums and see for any vacancy announcement for moderators.

I usually look for announcements, which most forums have stickied in the announcements area. Most sites have applications to fill out though those are simple to fill out and don't worry about having experience because we all start somewhere.
