Of course the owner of the business must bear the risks.
Even in economics we learnt that an entrepreneur must be a risk taker. In fact that is the main trait of an entrepreneur.
However employees need to bear the risks of loosing a job

Yeah of course, that's why I'm always like to say this,as a business owner before you employ workers (employees) you need to think 360 degree before employing them, not doing that will lead to loses in the business.
