Should business owners be the only ones to bear risks?

Actually risk is inevitable in all for of business and everyone knows that. so entrepreneurs should not be the only ones to bear risk but everyone involved in business transactions.
 
In a business, it's a sole responsibility of business owner to take risk. The staff can only advise the business owners. They can't take risk on behalf of business owner.
 
When it comes to public limited companies, almost all the share holders bare the loss to the ratio of their investments. This means that a person who holds the majority of the shares will suffer from losses.
That is one thing with public limited companies. the person with the highest shares will always make the highest losses or the highest profit if anything happens in the business.
