Black hat is basically about doing naughty things, though not illegal by any nation's laws, in regard to SEO. It can get you in trouble with the search engines. Now, a related thing is "gray hat" which is basically ethically debatable things that might not raise as much attention.

Now, I don't know any gray hat forums, but the black hat ones are noticeable as they are black. Well, I do like the color!

Black Hat is an unethical way to get your website ranked faster. Black Hat SEO is basically manipulating search engine algorithm to get ranked higher on search engines. While Black Hat might help you get ranked faster, your site will be ultimately pulled down. Sometimes your site can even get blacklisted on search engines. If that happens yopu will never get ranked oin search engines.
