What is the need for budgeting before travelling to a foreign country for your vacation? I've never seen who get up and travel to a foreign country without any plan on his finances and budget on what to spend. In case when you've exhausted all your money, take the next available flight back to your country.
I cannot imagine a situation like this happening to me. However, if that happens, I will try to reach out to my family in my home country and ask them to send money. Money transfer agencies like western union and money gram offer instant transfer and I will be able to receive cash within minutes
