I don't like the idea of buying/selling pets online, it just isn't safe for the animals during transport, including fish.
But pet supplies, foods, medication, etc., I can tell you I've benefited so much from ordering pet products online that just aren't available in pet shops.
Even my mom was able to order a flea & worm medication from Canada because not one supplier here in the States had it. It's an easy-to-apply preventative that comes in the form of a gel; you just need to put a little on the cat's back and you're set for the summer. No worries

I would say this kind of business would definitely be worth it. I know myself there have been times I have looked around local pet stores and also online pet stores as well and I either can't find what I am looking for or if I do, it ends up being way too much than I would expect to pay.

I think that the government want to regulate the pet shops because they may be having a really harder time taxing these kind of businesses. This is why it is very important to follow all the laws.
