I think you are talking about the issue of default in terms of remittance and declaration of financial records,and the penalty attatched to it,another thing though is lack of good managerial acumen to manage process.

For vegetables there is a limit date for being selled or even for anything consumable like shampo or foods or fish or meat or yahort if the business owner doesn't sell before date then a possible lose is expected. Electronics could stay in stock for long period of time. One of reason to lose.
