In my country and I imagine that in many countries, there is a contractor's college, where professionals are registered with their validated credentials, I believe without a doubt that it is the best place to look for qualified and trustworthy contractors. Another way to get them is at the College of Civil Engineers, where you will surely find good recommendations.

it’s very easy to get contractor for a project. Put up an advert on the newspaper and some other social media platforms. Describe the project and state the bid submission date in the advert. Have them submit their CVs before the bid submission date. It works for my company try it too

If you have some cash at hand, you can run an advert for your project and ask the potential contractor to submit proposal. When you do this, ask them to supply their past projects for evoluation. This will give you a chance to go over the difference kinds of contractors bidding to work on your project.
