I think forum is one of the platforms where you can promote your link. I believe that you will get traffic as far as your link is attracting and the forum has members too. I have seen some people advertise in some of the forums I have visited. Using forum will reduce advert cost which is good esp for newbie who do not have much money for advert. That is my take.

Marketing through forum is one of the best way to promote a product or service. But it is not just any thing that can be promoted on forum. Any thing that relates to how things is done can promote there link in forum with the same niche

I think that is not an impossibility, however you must make sure the forum is having a huge daily traffic so as to increase the possibility of you gaining more attention and traffic to your website.

If what you're linking to is a related niche, you can get a lot of visitors. The quality of traffic you want though should be one important consideration before you do so.
