How to report an offensive website to google?

There are many websites out there that tend to be really offensive. many people would find many offensive things on such kind of websites. I think that such kind of websites should be reported to google. So, does google actually take any actions against such kind of sites? How do you report such kind of sites?

Reporting malware, phishing, and spammy, deceptive, low quality webpages can be done here: https://developers.google.com/search/help/report-quality-issues

I think that Google is more likely to take action against malware, phishing, and spam than against objectionable content. Unless you are talking about YouTube, they seem to be very good at enforcing YouTube community guidelines and punishing the violators.

I've never reported any website to Google as I never felt Google would do anything to take the website down. I've seen many scam website stay up for years without being taken down unless the owner stopped renewing the hosting. Does it mean the website doesn't get reported for scamming people?

This is a very good observation you have just pointed out and I can attest to being a victim of such scam websites that should have been reported and closed down but they were obviously not closed down even after being reported. MMM website was reported heavily when the ponzi scheme started in my country but it was never closed down until the death of the owner of the ponzi scheme.

Well, I have never bothered to report any websites. There are too many websites that you might find offensive and if you go on reporting these websites, you will have a full time work. :D
Having said that I sometimes report content and website for copyright theft. I have filed DMCA and asked Google to remove content and website from the index for copyright violations.
