You can register your business name now even when you haven't started a business yet. But my advice is that you wait because you might have a change of business plans.
It is not about there being no specific time to register your business, it is about that business name you have intended to register with being available when you say you want to go and register instead of you to have acted quickly.

Once your business is registered, you are entitled to report tax, pay tax, do audit, etc. Therefore, if you have no plans to do business, hold on to register your business until you are ready.
You have a good point there. But if I'm correct, there's a way to secure your intended name so anyone doesn't register that name before you because if you say you're not doing business now and then don't take any actions towards securing your preferred name (except of you've not planned up to that stage), you might lose it. People keep getting ideas everyday.
If you are very sure about the business, then it's best you do the registration process now and it would also prevent others from making use of your business name first before you do.

It depends on the rules of your country but in my country the moment you register a company you will be given a tax Identification and you are expected to be making annual returns every year to the government if you default there is percentage increase in what you have to pay. So if it is okay by you to be paying for a business you are not yet ready to be making anything from or after five years you pay arrears of that which you have owed.
