What is international pension centre?

The International Pension Center is a kind of pension center which is located in England. This is the pension center where pensioners can discuss their problems related to pensions. This also helps pensioners check whether or not they are eligible to get pensions. So, what is the purpose of this organisation?

I have never heard of an organization called International Pension Center. Every country has its own pension rules and regulations, including eligibility, so how does this "international" pension organization look into the matters of any country? I mean we have our own pension schemes, how does this organization looks after pensioners in our country?
