No, service level agreement is more on the side of the customers because it gives customers the power to sue business and demand of damages. This is why so many businesses doesn't make room for SLA in their business.
 
All the telecommunication companies in my country are going to be the first companies that will suffer for having service levels agreement because they have never delivered the kind of service that they promised their customers they were going to deliver after making payments.

I Think this has a lot to do with advertising products. They tend to advertise new services and products. It might be possible that this might already be mentioned in the service-level agreement when they form it. However, they may or they may never mention what kind of services they may offer. Or it it necessary for them to mention that as well?
