Setting up a gated community?

A friend of mine from work has inherited over 80 acres of land and wants to look into options of turning this into a small gated community with small homes for people to rent from or buy with HOAs. I am not sure what the process of something like this looks like but it certainly can't be cheap! Has anyone heard of doing something like this before?

A lot of individuals join together and buy land and then start building their homes and they share common open space and a common gate.
