It sometimes is crazy and seems impossible to have your web application to the highest performance level. Good news is that by using PHP 7, you can build and deploy advanced apps on any hosting for PHP that could optimize its performance to higher levels. PHP 7.3 RC1 version is now available. Updates to optimize security and better performance is an ongoing process. So If your application is still stuck at PHP 5.6 or much lower version, it is advisable to update that to PHP 7.x. and see the difference.
What do you mean by "php level"? I have never heard of this before. I guess it is something I likely never worked with or changed as I am completely unaware of what it is.
