I don't even know what is wrong with most of these people that are scamming others ,there are a lot of ways they can make money online without even engaging in scamming, how they are able to enjoy this money is what baffles me.

Maybe it would depend on the volume of transaction coming from the US. But you may be right that it is not a global happening so the effect will not be worldwide. But in the long run the taxes on crypto transactions can reach far and wide. We have to wait and see.

You are right. It will really have a negative effects in the cryptocurrency market. Trading people will try to avoid those taxes. There is a news here in our country where YouTube artists with millions of income every year are shutting down their YouTube channel to avoid being taxed by our government.
