Yeah since it is decentralized in nature, it will be difficult to back seat so the only means government can tax it is to use exchange platforms because there is no how people who eventually exchange their coins for Fiat currencies which is mostly done on exchange platforms and wallets for countries that have legalized cryptocurrency.
