I started my forum with a zero-dollar investment. I already had a domain and hosting, so I did not have to spend money on a domain and hosting. I used open-source content management software for my forum.
Do I need capital to start a forum?

A forum needs four things:
1. Website (domain and hosting)
2. Traffic (people to post on your forum)
3. Design (someone to make the look and feel and program the backend, all those nuts and bolts)
4. Advertisers to advertise on it
If you are missing one of those 4 things, and you likely are, you will need capital to pay for them. From personal experience, I know that I have #3 covered, but that knowing how much hosting to pay for and attracting traffic and advertisers would be my major challenges. I struggled building in ad systems on my last website that I tried to put them into.

You will need some money if you decide to use premium forum software. But there are free to use options out there for making forums. Proboards come to mind right away, they give you a free forum that you can mess around with. But, you don't gain the security or support you get with paid forum software. But, you can get a start with a free board and go to paid later.

The simple and short response to the question if you need capital to start a forum is YES. There's no way anyone would be able to make provisions for those four requirements without spending some money for them. You can get some for free but you're definitely not getting all of them for free.
You can get a situation that is pretty close to zero if you have a niche community on social media that you can organically market your forum to, and you are willing to wait to monetize your forum until you have all of your friends from that community happily posting away so you don't have to pay for ad services because you have enough traffic to sell your site to them, rather than the other way around.
You do have to pay for the domain and hosting for a forum of any size, and also the forum software. That is an unavoidable expense, unless someone else pays or your forum software is open-source.
Yeah, that's very correct. You can some of them for free but definitely not all of them. If someone decided to pay for some for you, it doesn't mean that you got it for free because they were paid for.

I have unlimited hosting package, so when I decide to create a forum, I do not have to pay for hosting. I have numerous domains and I also do not have to pay for domains. If I use phpBB, MyBB etc. I also do not have to pay for software. If I use webmaster forums to build content, I also do not have to pay for content. IN theory, creating a forum is free. Proboard is a free forum hosting for those who want to create a forum and have no expectations for monetary benefit
There are lots of free forum softwares out there which can help you to create your forum just like Proboards that you have mentioned. But there's always a limitation to all these free forum softwares which you can't deny. If they were so good, there wouldn't be any need for paid forum software.

One thing that I neglected to mention is that you will definitely need capital in order to do paid-to-post. There will be a time between site launch and when you get enough traffic to monetize through ad revenue, and capital will be required to fill in that time gap for your paid posters.
Exactly! Once you cannot be able to do all the ground posting for your new members to have something to discuss on when then join, you will have to pay for posting services in order to get a reasonable amount of decent contents to push your forum up.

I have created a forum with a free forum software known as Proboards. I used my smartphone to do it. It's a myth that forums can't be created using a smartphone. Most of the forum softwares now are mobile friendly.
You will have to pay for hosting if you have any plans of moving your forum to the next level.
You may not need a large upfront capital to start a forum, but you must be prepared to invest time, effort, and some initial funds for hosting and website setup.
