Is it permissible in your nation for you to fix potholes yourself?

This is a really fascinating topic because I require a permit to fix potholes in my city, thus I can't do it myself. However, the authorities do not want to repair it and will not approve it, therefore getting a permit is impossible. How prevalent is it in other nations, I wonder?

I don't think so, in my country the roads are completely in charge of the government and only they can manipulate and fix them, so no one who is not authorized can fix a pothole as far as I know.
