How to make pension system more transparent?

In many countries, the pension system is not that transparent. This is also one of the main reasons why the pensioners suffer a lot. There may be many different things the government could do that may allow pension system to become a bit more transparent, so how can it be done?

I cannot speak for other countries, however, in my country pension is mostly offered by the government. Private companies do not have a pension plan, they do offer retirement benefits, which include one time golden handshake amount. The government pension plan is pretty transparent.
