Do you wait for content to build up before launching your forum

Do you launch your forum as soon as you have created it or do you wait until you have some minimum content on your forum? Well, I launch my forum after I have some content. Since the content determine the true value of a forum or any website, I try to publish high quality content before it is publicly available.

I do not recommand at all this practice. You need some time to build content and also organize it and then also to test it from various designs and then run it. Promote it from day 0 is like throwing your money from window.
