Is the ICO used for new crypto or existing crypto?

When it comes to the "initial public offering" (IPO) what is the process here?

I am trying to understand how crypto gets started. A friend of mine is looking into options for starting one and I might want to help fund it.

As the name suggests the initial public offering is used to promote a new cryptocurrency when it is newly launched. it is a means of advertising the cryptocurrency into the mainstream.
