Is it illegal to pay someone under the table?

Is it legal to pay your workers under the table? As in you pay them cash and don't tax it either. I know some jobs out there do this, and technically it's probably not legal to go and not claim that money later on your taxes. What can happen to a business owner who pays under the table?
