Smilies tab on shoutbox

It saves a lot of effort of having to type :[insert smilie thing here]: and would just be easier to have next to the textarea.
Surely it wouldn't require a lot of effort as it would make use of the smilies that are already included when creating a new thread/reply...

Because of the purpose that the shoutbox plugin is used for, we don't need to include this feature as the textarea has been removed as it only displays the posts and threads.
