Withdrawal Request Error

Hi. I just made my second 10k biznotes and was trying to request for a payment withdrawal. But the system won't let me. It's giving me an error that I need 9 dollars worth of biznotes before I can make such request. But my biznotes are already 10k plus. Please help me.
