I think it's because they already know how to scam quickly with these schemes, and they create them again and again to continue scamming, something like with cloud mining schemes or hyips that usually all end up being scams too.

The concept is explained: The PTC click value is 0,001 $, for example, tiny advertisements and they offer for example an upgrade for 25 $ to earn 2500 % of the value of the click then earning is 0,002 $ from advertiser and then pay 0,025 $ to the upgraded user and then for example 200 % of value of earning of your downline instead of 20 % that means gets many upgrades and closes in the middle before paying out price of all upgrades.
