I had never experience before such an app. But there will definitely be some best apps like adobphotoshop which is easy and simple to use. Some other apps are Canva, which have plenty of features which will help you.. Behance is also used for graphic designing its also versatile app easy to use.

you can give picsart a try as well, but the issue with it, is that it's not meant for that massive graphics design, it's more like a photo editing app, just like photoshop but it's easier and limited, but free on play store

Well flyer maker is also a good application but I am using Canvas and the free version of canva is also cool and I am making logo designs for my YouTube channel and also thumbnails on the software and I am happy.

I do not think there is an App that can be used for that yet except some apps that can remove Background effects and insert some filters in the pictures. There may be some applications that can be used for graphics design too but they are connected to the internet during usage.

Well, whe you go to playstore there are lot of applications for graphics and designing in it but some are very good and will suite your taste which is also dependent on what you want to achieve.
