ICO is a way to raise money for a blockchain project but ICO is used as a medium to scam people. A lot of ICOs have turned to be a scam, one of the biggest was One Coin.

Since crypto currency is decentralized money it does not have any central authority. However, ICO is launched by the developer of the coin The developers raises funds through ICO. Based on the number of users and interest on the coin, it is then listed on exchanges.

From the explanation above, personally I would say no one and everyone at the same time. Since the investors plays a huge role and they would have not have the chance to invest in the first place if not for the creators of the coin.

Yeah you are very right. But most of these coin offerings are not just worth the hype, you invest your funds and the coin doesn't take it off after months.

Do you mean that the ICO is used to raise awareness for the coin? I think it is used to raise funds for a cryptocurrency projects .particularly, the new project that as just entered the crypto limelight.
