I am going to be blunt, do not buy a house that has incomplete documents. This would save you from dangers that comes with it. No matter how mouth watering the offer is, never go for it.
 
Yes this question is good I like it buying property with uncompleted documents is like doing or buying some black market when acquired a property first thing you should go for is the paper of the property without it government can be sure you are truly the owner of the land and if another person come to claim it from you have nothing to defend your self than to submit your self to the government to take it over
 
A house or land with incomplete documents is just like a stollen property, anyone who buys such house/ land is taking risk, becouse even the person that sold the property to you can even turn against you, becouse you don't have the complete property, me I can't even try that.
