The people that really makes reasonable amount of money from paid to click websites are the advertisers. They usually pay peanuts to people who click on the link.

I don't think the advertisers makes a lot from their establishment. They earn some amount, by the time they distributed the amount to publishers/viewers it won't be much for them.
