I think that if we ask majority of the businessmen, then we may realise that very few of them would actually like to take loans in order to start or run their business. However, the government encourages small business owners to take loans to finance businesses. Government even subsidizes interest in loans.

In my years of being involved in the political activities that is happening in my country, I don't think I can remember seeing any politician that is not greedy to the extent of taking whatever that is meant for the citizens for themselves. This is why most of them find it very difficult to offer any kind of grants to businesses to be able to survive on their own.

I think that the government may also have the option to invest in many private organisations that export different kinds of products. This may help more rather than just offering loans and earning interest off those loans. Running a business is far much better than offering loans and earning interest because the profit margin is much higher.

This depends entirely on the government's ability and personal interests. Moreover, this also depends a lot on the honesty of the government as well. They may finance certain small businesses, however, they also need to make sure that they create a proper system so that the country also gets benefited from such small businesses.
