Yeah, most paid to post forums don't allow much marketing. Unless you pay for advertising them. But there are forums like Reddit that aren't paid to post but you can earn well from advertising there. But you should first read the rules of each community before advertising.

One thing about forum advertisment is that you will just be hoping for a good response and to some extent conversion rate,depending on what you are trying to promote.But doing an ad where you have to be specific about your target audience would be very helpful.
