Such happens to my own parents estate investment. Those Tennant's who refused to pay what is written as consensus are stubborn and fraudulent. They should be charged to charge to explain why such persistency in debt.

I think if everything that should be provided for tenants have been provided and the tenants still don’t change, they should be giving a notice and allow to leave and look for better tenants

Some tenants can actually have the money to pay their rents but just won't pay because some laws are at their advantage most times and they explore that weakness to not pay rents

Definitely, they should not be allowed to spoil your apartment as it is your major investment and no attempt to run you Into losses should be tolerated at all.
