I agree I think when you create an atmosphere or environment that values employees talent and work then trust me most employee will strive to become the best. Just like you have said create an environment that places value on employees talent and dedication.
 
Skilled worker are hard to come by as we are having a lot of lazy people around trying to adjust to any salary. when you have someone like this in your company it is very important to do all the things to retain them. You can offer them a salary increment and this can keep them and working for the company. You can decide to organise a vacation trip for such people in order to motivate them to work more for the company and stay loyal.
 
Retaining a skilled and experienced employee requires technical thinking. Such employee already has assurance on his/her job security and demands more than that. Most times they request for increase in salaries and allowances and it’s best for the management to treat this with utmost care cause it may lead to ruckus within the employees

you can achieve this simply by following every provision your company makes for their employees. also, be assured that you can never retain employees by your own will if they do not want to stay, do your best to make sure they are retained but never force them. There are other better skilled employees out there.
 
It's not good to always sack your workers as it does not augur well for your company's images outside the organisation. Retaining skilled employees will always make the company more productive as those that makes the company tick will still be around.
 
As for me it's not easy to maintain a skilled employee in a company and if any company going to do that it's better you just make such person happy and make him never think of leaving the company because he or she can still add more to the company so many way
