Probably, in a forum there are a lot of external people visit in and that is the major reason why updated information is needed in every thread. When there is any change the members have to discuss about it

Yes, those "external people" are known as "guests". Some forums also display the number of guests active on the forum. Those are unique visitors a forum may receive during the day.

I do not have any problem with the content you choose to interact with provided that it is still relevant and people can learn new things from it and help grow the forum.

If the topic is still relevant, I don't have any problems with waking up old topics. However, I strongly discourage people fro commenting on topics that do not have any relevance currently. Sadly some members do this on purpose.
