Well, this has not happened to me yet. I mean I have never been in a position to migrate my site from one hosting to another. However, I have one question, why do you have to migrate hosting, why not choose the best hosting in the first place.
 
I have helped lot of clients to migrate hosting. If you are expert, you can migrate website files through file transfer protocol, but if you are a novice you can use plugins to move website files. Website downtime is a major issue.
