Both, depends on what exercise you do, for example stretches are good all the time, they are not only healthy but also suggested to be done.
 
Best time is when you feel the best. Some people have lots of energy in the morning while others wake up very tired and their energy levels start going uo during evening. So there is no perfect standard time for exercising
 
Most of peoples prefer to do exercises in the morning but in opposite i like to do that in the evening
but that's always depend on yourself each person will like to do exercises in a different moment
 
In general, the morning period is better for training ... but people's conditions are different ... and each has his own personal routine ... and professional athletes exercise more than once a day ... according to specialists, training in the morning is better because the body's systems are ready for activity
 
Doing exercises in the morning is good but for effective results then morning and night is cool excluding weekend for the muscles to rest and been on a strict healthy diet.
